Francesca’s practice is focused on the representation of government employees, political subdivisions, and other public bodies in state and federal court. Many of these matters involve defending 42 U.S.C. § 1983 claims. Francesca also assists on matters related to Title IX and eminent domain. She has over ten years of experience advising local governments and other government agencies.
Francesca graduated from the University of Virginia School of Law, where she was selected as a Dillard Fellow in the Law School’s legal research and writing program, and served on the editorial board of the Virginia Environmental Law Journal. She is admitted to practice in all the Courts of the Commonwealth, the Eastern and Western Districts of Virginia, and the Fourth Circuit Court of Appeals.
